The Consumer Product Safety Improvement Act of 2008 (CPSIA) requires limited lead concentrations and phthalate content for products, and paints or surface coatings applied to products, that are manufactured for use primarily by children 12 and under. The CPSIA legislation also requires product testing and certification by manufacturers or importers, as well as specific product labeling, prior to distribution to retailers. The Consumer Product Safety Commission (CPSC) is the federal entity responsible for the CPSIA.
